The Federal Rule That Already Settled Whether Drones Can Patrol Pipelines

What the rule actually says
In July 2025, the U.S. Pipeline and Hazardous Materials Safety Administration published a direct final rule confirming that pipeline operators may use unmanned aircraft systems and satellite surveillance to satisfy federally mandated right-of-way patrol requirements, provided the method delivers imaging quality and currency comparable to traditional aerial patrols. This isn't a guidance document or a non-binding recommendation, it's a formal rule from the agency that actually enforces pipeline safety compliance.
What the underlying patrol requirement specifies
The regulation is specific about cadence: operators must inspect surface conditions on or adjacent to each pipeline right-of-way at intervals not exceeding three weeks, and at least 26 times per calendar year. That frequency requirement existed before this rule change, what changed is the explicit recognition that drone and satellite methods can satisfy it, not the underlying obligation itself.
Why this matters more than a typical industry endorsement
A federal regulator doesn't formally codify a compliance method without scrutinizing it carefully, this kind of rule change follows technical review, not marketing pressure.
